HazeGrayCyber is veteran-owned small business based in Guam. Our location provides a central location in the vast area of the greater Asia-Indo-Pacific region. This region is characterized by its rich history, cultural diversity, and extremely long distances between locations making the sea a critical connector for regional prosperity.

Mr. David Cooper

Mr. David Cooper is the Chief Executive Officer of HazeGrayCyber, a Veteran Owned Small Business that specializes in knowledge management and systems integration.

HazeGrayCyber’s Leadership

David was born in Stone Mountain, Georgia and received a Bachelor’s degree in International Affairs from the Georgia Institute of Technology. He went on to earn a Master’s in Information Technology Management from the Naval Postgraduate School.

Prior to establishing his own business, David spent over five years on the Government acquisition team for Global Combat Support System – Marine Corps (GCSS-MC).

This Oracle based Enterprise Resource Planning (ERP) system is modernizing the Marine Corps’ supply chain and maintenance processes.

While at GCSS-MC, David served in several roles to include the technical director, assistant project manager, and project manager.

Mr. Cooper served for over twelve years on active duty in the Marine Corps as an Infantry Officer, and four years in the reserve.

His assignments included the 2d Air and Naval Gunfire Liaison Company, Joint Task Force-Six, and 1st Battalion, 8th Marines. David served a combat tour in Iraq in 2003 where he was attached to the Army’s 3rd Infantry Division as a close air support coordinator.

Mr. Randy Delarm is our Chief Growth Officer located in D.C. He is responsible for developing a strategic, data-driven business plan, that generates growth of the company. He has a focus on cultivating partnerships, lead generation and the continued expansion of HazeGrayCyber.

Mrs. Heather Doyle

Office Manager

Mrs. Heather Doyle is our Office Manager located in Texas. She heads the recruiting, human resources, and general functions of the company. She wears multiple hats to help support our team in D.C. and to keep the company moving toward greater heights.
